MAKING essential, Affordable housing is what we do. As a not-for-profit housing developer, the Jackson Hole Community Housing Trust is building homes for people in our community who make valuable contributions, but cannot afford to live here. This isn’t about expanding our town, but about making room for people who we rely on every day. This is an issue that impacts everything we care about. Our goal is simple – to develop quality homes so that snowplowers, nurses, teachers, post office workers, guides and those who contribute to our quality of life have stable housing that enables them to stay. Help us conserve our community and show our valued workforce we can and will make ROOM.

We leverage private philanthropy and public subsidies to build truly Affordable homes for people who make less than 120% AMI (area median income).
We are a developer. We are responsible for the planning, construction, and management of each home we build.
We have housed 673 people since 1991 and 232 in just the last 6 years.
We operate with non-profit overhead and do not collect a developer fee for any of our projects.
We have built nine Affordable home neighborhoods, manage 35 rental homes, maintaining average rental rates significantly below market rate.
Any project savings are reinvested directly back into the project on material upgrades to ensure long-term durability of the home.

Our staff and our tireless volunteers work together to engage partners, homeowners, community leaders, and housing professionals in pursuit of creative solutions to work to solve Jackson’s housing crisis.

Anne Cresswell
Executive Director
Since 2003 Anne, as Executive Director, has overseen the development of 118 homes with an additional 79 units in the pipeline. Through her development of several financial and legal instruments, and spearheading partnerships with some of Teton County’s most essential employers, she has enabled many community members who support our way of life to continue to live and build a life in Jackson.

Alison Lee
Project Development Director
Since 2018, Alison has led the project development team, most recently finishing up a 24 Affordable condo development, 174 N King Street. Alison’s career in real estate investment banking honed her skills developing innovative financial products for large developments, proving invaluable in approaching the CHT’s complex and varied Affordable projects.

Jennifer Scott
Homeowner & Tenant Program Manager
Since 2019, Jennifer has run the CHT housing program. This includes management of all homeowners, tenants, and applicants; facilitation of sale and resale of all homes; and the management & maintenance of 33 rental units. Jennifer’s career in corporate real estate and as a residential broker couples nicely with tackling the myriad of complexities associated with running the program.

Lizzie Heineken
Finance Director
Lizzie joined the CHT team in 2024 to manage day to day finances of the organization. Originally from Texas with an economics degree from Sewanee, Lizzie has called Jackson home for nearly 25 years working in commercial banking, real estate lending, and bookkeeping for local for-profit and non-profit organizations. She appreciates all aspects of mountain life here with her husband, two teenagers, and crazy dogs.

Lena Rossolo
Homeowner & Tenant Program Manager
Lena is from Jackson and brings a personal connection to the housing challenges here, even thinking she would have to move out of the Valley at one point. She feels like she is giving back to her community while helping with the Hansen Corner project. She has a secondary education degree with an ESL endorsement from the University of Wyoming and is working on her Master’s thesis. She loves searching out good coffee and good books in her free time.

MEET OUR BOARD
The Community Housing Trust staff is guided by a knowledgeable and passionate volunteer board committed to tackling the complex issue of Affordable housing in Jackson

Alexis Dittmer has a background in finance. She has worked with a global macro hedge fund in the capacity of trader and fund accountant and has extensive experience in international banking in Mexico. There, Alexis was part of a team which founded multiple boutique banks to provide essential financing for working class first time home buyers. Alexis moved to Jackson in 2014 and has become interested in the dynamics which shape Teton County’s housing challenges. She is passionate about the community and believes that providing solutions to address the local housing issues will strengthen the exceptional character of this valley. She lives in Jackson, WY with her daughter Piper.

Julie Ferguson moved to Jackson in 2015 with her family after recreating here for years. Initially drawn to the valley for the spectacular summers, it was the winter sports that made them stay. Julie earned a Bachelor of Arts degree in Economics and Fine Arts from Duke University and a Master of Business Administration with distinction from the University of Pennsylvania’s Wharton School of Business. Julie has worked in commercial lending at American Security Bank in Washington, D.C., in product management with Kraft Dairy Group in Philadelphia, and also as a marketing consultant.
Julie serves on several community boards including the Foundation for Learning in Tredyffrin/Easttown and the Acorn Club. She is currently on the executive committee of Duke’s Nicholas School of the Environment. She is a past Duke Alumni Association board vice president and executive committee member, and a former co-chair and board member for the Duke Trinity Board of Visitors.
Passionate about helping out in her own backyard, it was apparent that the disparity between those who that could afford to live in Jackson and those who work here but are unable to live here was a cause she wanted to work on solving.

Ethan Steinberg grew up in Lincoln Park, Chicago, and attended Francis W Parker for all 14 years of his primary and secondary education. He then went to Brown University and majored in Psychology. Ethan moved to Jackson, Wyoming in 1996 and spent 16 years working at Friess Associates, helping manage the Brandywine Funds. In 2013, Ethan launched his own investment fund partnering with SG Capital which he still runs today. Ethan was a founding board member of the Jackson Hole Community School and spent 12 years on the board. Ethan also serves on the Resource Committee of the Grand Teton National Park Foundation. He is married to Emilie, whom he met in Jackson and their 4 children are all in school in Teton County. When not working, Ethan is driving his kids around the state of Wyoming for soccer, hockey, and ski racing events. If he had any free time, Ethan would love to get back to doing more kayaking and mountain biking!

Bomber has been a leader and ambassador in Jackson Hole since 1990. His success in real estate thrives from focusing on his customers’ priorities and giving back to the community. In 2007 he was nominated among his peers for Teton Board’s “Realtor® of the Year” and year after year he continues to be one of the top producers in the region. In 2009 he was in the top three “Best Realtors®” as voted by the local community through one of the local newspapers.
In April 2009, he and his partners founded, and he was one of the principals of his previous brokerage called JHREA. This locally-owned and operated firm was unmatched by its diverse real estate tools and seasoned top-quality agents, and then Compass took over in May, 2021. Keller Williams Jackson Hole, where Bomber offices today, will be the locally-owned brokerage that rises above the rest going forward.
Bomber’s knowledge of the daily pulse of the market and the best deals available outside of the MLS are second to none. Beyond his real estate career, he and his wife, Amy, are very involved with the local non-profit community, and in 2013 they each received a Paul Harris Fellow award for their longtime dedication and giving to the JH community. He takes advantage of many of the Wyoming outdoor activities, including fly-fishing, skiing, golfing, cycling, and hunting. He and his wife have three children who recently graduated college, and they recognize that families who play together, stay together. They remind themselves frequently that they are blessed to live in Jackson Hole.

Deborah first visited Jackson in 1984 and it left an indelible impression upon her. She returned several times since and finally fulfilled her decades-long dream of building a home in Jackson. Deborah is an entrepreneur and senior communications leader that has founded innovative socially focused companies. Most recently, as the Founder and CEO of Amavitae, a social enterprise designed to address the skills, opportunity, and fulfillment gaps. Previously she founded a strategic communications firm that led the efforts to advance the Democracy Is… campaign, a public-private partnership that included the U.S. Department of State, International Youth Foundation, NBC Universal, and YouTube, among many others. The program used creative challenges (e.g., video and photo) intended to spark a global online dialogue on democracy. More than 132 countries participated. Previously, she served in a variety of senior communications roles at Universal Studios, Paramount Pictures, and HBO. Ms. Ramo is a member of the Board of Directors of the KCRW Foundation, which supports NPR’s flagship station in Southern California. She is a co-founder of Workplace Hollywood, a non-profit that provides job development services to disadvantaged youth. In addition, Ms. Ramo is a Senior Fellow at the Brittingham Social Enterprise Lab at the USC Marshall School of Business.

After graduating from Cornell University, Shelley spent three decades in the hospitality industry including roles in operations, financial analysis, and development. Shelley moved to Jackson Hole in 2001 to help develop Hotel Terra, a boutique and Silver LEED certified hotel at the base of Jackson Hole Mountain Resort, which opened in 2008. Shelley is currently a partner in a local vacation rental company and, along with her husband, is involved in the restoration of three historic buildings in downtown Jackson. Shelley lives in Wilson with her husband and two daughters. After experiencing the growth in Jackson Hole over the past 20 years, Shelley is excited to be part of a dynamic organization that is dedicated to accelerating the timeline on high quality affordable home projects in the valley.

John Millham has been an executive at Prometheus Real Estate Group, Inc. for over 24 years and is currently responsible for the firm’s investment, development, construction, and asset management strategy. He leads the acquisition and disposition efforts for the company and is a member of the firm’s investment committee. During his tenure, he has been responsible for the acquisition of more than $5 billion in new development projects and has disposed of $1.5 billion in existing assets. The company invests primarily in the Silicon Valley with meaningful holdings in both Seattle and Portland.
He holds a BA in Political Economies of Industrial Societies (PEIS) from the University of California, Berkeley. He is on the Board of Directors of the National Multifamily Housing Council and a member of Urban Land Institute. He is also an Emeritus Board Member at the Housing Industry Foundation, a non-profit organization based in San Mateo, CA dedicated to finding emergency housing solutions for individuals and families in crisis and facing homelessness.
John first started coming to Jackson in 1990 and visited several times a year with his family until 2017, when he and his wife Tracey built a home off the Village Road. He moved to Jackson full time in the Spring of 2020. They have three children, Nick (24), Paige (22) and Ryan (19) and when not working, John loves to ski, fish, golf and hike in this beautiful valley.

David Gomez grew up living in a number of places abroad and in the southern United Stated due to his father’s career with the Department of Defense. David is a graduate of the University of Georgia Forestry School in the discipline of Forest Management. His love of the outdoors led him to Jackson Hole in 1998 where he landed a job with the US Forest Service as a seasonal employee on the trail crew, gaining an appreciation for our wildlands in the greater Yellowstone area and the value of service to community.
After 3 summers on the trail crew and 3 winters working lift operations at a local ski area, David transitioned to a wildland firefighting position in the Interagency Fire Management Program of the Bridger Teton National Forest and Grand Teton National Park. That position led to a career in wildfire management working with local municipal authorities, state, and other federal partners and cooperators close to home and across the country when wildfire response resources are needed elsewhere.
He met his wife Lesley who is also a career wildland fire fighter and fire prevention technician in Jackson Hole back in 1999 with whom he shares a teenage daughter. David and Lesley seek opportunities outside of the service they provide in their day jobs to give back to the community and provide diversity of experience for their daughter, enabling an understanding of the value of service to others.

Van is a retired lawyer whose career included substantial work involving the financing of affordable housing, representing sponsors, investment bankers, and rating agencies. He has served for 12 years, including a term as President of Princeton Community Housing, the non-profit owner and operator of more than 400 units of affordable housing in Princeton, New Jersey. He has volunteered as a String Lake ranger and Ski Ambassador at Grand Teton for the past 4+ years. Van and his wife, Lynne, live in Wilson most of the year and enjoy golf, cross-country skiing, and snowshoeing.
